Time Out says

Founded by a Thai monk in the 1920s, this temple is decorated in a style unlike traditional Buddhist temples elsewhere in Singapore. The first thing you’ll notice are the brightly coloured (and cartoonish) tiger statues that flank the doorway. The interior contains an impressive 15m (50ft) statue of Buddha, illuminated with dozens of lights – hence the building’s other name, Temple of 1,000 Lights. In the back chambers are an image of the elderly reclining Buddha, and a wheel of fortune that you can spin for a small donation.
