Time Out says

Established in 1985, the two-storey library in the heartlands of Ang Mo Kio has a collection of 160,000 print and non-print items surrounded by plush carpets and warm lighting. After undergoing upgrading works in 2002, it reopened in 2003 with a new café, multimedia stations, self-service borrowing stations and a 24-hour book drop service, a reading room and wireless surf zones.

The ground level houses children's books, adult fiction, magazines, newspapers, activity rooms, multimedia stations and the café; while the upper level offers adult non-fiction, Chinese and Malay collections, meeting rooms as well as photocopying services. Known for carrying the most comprehensive and varied array of print and non-print materials in English and Tamil on everything you ever wanted to know about the Indian community, this branch features Singapore's entire Tamil collection, from fiction novels to journals to reference materials.
